In a month which sees Modi feted for the Swachh Bharat Mission, a newly-appointed sweeper working for the Corporation of the City of Panaji (CCP) was hauled up by her superiors for covering her nose with her own scarf while sweeping – because it shows, they said, that she is not serious about her job. Tejas Express: Public Property and Civic Duties

The high-speed, high-tech Tejas Express, plying between Bombay and Goa, was launched a couple of weeks ago. The launch of this train was much hyped because it offered state-of-the-art facilities to the passengers. The Tejas Express boasts of automatic doors, infotainment screens, vacuum bio-toilets, touch-free taps in the toilets, and much more. While the train’s maiden voyage was expected to be a triumphant heralding of a new era in rail transportation, the news that filtered in afterwards suggested otherwise.

One Part Existence

They don’t exist in surveys conducted. They don’t self-declare their existence. The light of the Constitution is not allowed to shine in the poisonous gas-filled sewers in which they work. Even the ordinary labour laws pass them by, when they work in the most dangerous conditions.   They are the sewerage cleaning manual scavengers in Goa.
