Six months after the shocking revelation came to light that fish imported into Goa is preserved in the carcinogenic formalin, the issue is nowhere close to a solution. Recently, health minister Vishwajit Rane announced that the ban on imports will be in place for six months, except for those traders who comply with health and quality regulations. This apparently unstoppable poisoning (or adulteration) not only brings the governmental authorities under the scanner for being unable to stop such malpractices, but also highlights the manner in which the fishing industry operates in most parts of coastal India. It is important to discuss the labor practices and potential policy decisions that would address allied issues, including the issue of formalin.

Goa has become a garbage dump. Old-timers find this more appalling than others, for they remember a pre-1961 Goa which frowned upon public littering, spitting, urinating, and defecation. But changing attitudes is just one part of the problem. The other is today’s culture of disposables, especially single-use plastic. And the fact that, although more than 98% of Goa’s garbage is compostable or recyclable – according to vRecycle, the Salcete-based waste management company – this doesn’t get done, for which the blame lies both with the public and the government. As for the remaining 2%, a big part of which is gel-based personal hygiene products like sanitary napkins and diapers, which cannot be disposed of safely, the only way out is stop usage.

On 6 June 2017 Jason Keith Fernandes spoke at St. Anthony’s College, Uni. of Oxford on “The Untouchable Citizen”. Exploring the emotional terrain of the citizenship experiences of groups in Goa in this presentation he argued that the linguistic choices made by the government of Goa ensured that it is not merely caste that is at the centre of citizenship experiences but in fact untouchability itself. Building on evidence from Goa he suggests that what obtains in Goa is not different from many other parts in India, allowing the suggestion that India is marked not as an egalitarian polity, but a casteist one.

This article is about two mining villages: Sonshi, which has put the focus back on Goa’s nefarious mining mafia and the government that supports them tooth and nail; and Caurem-Maina, which has just succeeded in registering a village co-operative which aims to take charge of mining in the village.

How can we forget Atithee devo bhava (the guest is god), that pillar of Indian culture? Such was the lament from some sections of the Indian media following the latest murderous attacks on Africans, this time in Noida and triggered by the death of a local teenager. Five Nigerian students in the neighbourhood were arrested after being accused by locals of everything from drugging the boy to eating him, following which mobs began to search for and beat up other Africans, grievously injuring four men who were cornered in a mall. Except for arresting the Nigerians on charges of murder (they were later released for lack of evidence), and thus adding credence to the wild rumours going around, the police did nothing.

Some months ago, I had the opportunity to participate in a discussion on Goan literature in Portuguese. Central to that discussion was the question of defining a canon of Goan literature in Portuguese. For example, where would the history of such a literature begin from? Who could be considered Goan for the purposes of constructing such a history? In the course of these discussions, a question was half-jocularly posed: could Camões be considered Goan?

Malaysia’s Bersih movement was in the news recently. The Bersih movement is a movement for free and fair elections. It has raised questions of how electoral rolls come to be drawn, and how constituencies come to be delimited in ways that ensure that the ruling party’s vote banks are appropriately configured within each constituency so as to give the ruling party a lead. This is so familiar to us in Goa where such constituency delimitation has been reorganised to facilitate the ruling party.

When BRICS leaders will converge in Goa mid-October, it is believed that they will be discussing industrialisation, counter-terrorism, tourism, banking, bio-technology, cooperation… And typical to summits such as these, broadening of roads and ‘connectivity’ have preceded.
